Saudi Engineers Council Registration for Technicians

Every expatriate engineer and technician (with or without diploma) working in Saudi Arabia has to register with the Saudi Engineering Council. In this article, we have explained the registration process with the Saudi Engineering Council (SCE) for technicians with and without a diploma and getting Yaqeen verified.

Who needs SCE Registration?

Before going further, we need to understand that the following two categories of expatriates need SCE registration;

  • All types of Engineers.
  • List of 136 technician professions (given below).

If a technician wants to register with the Saudi Engineering Council without a diploma, he should start the registration process only one month before his iqama expiry date. I have explained later why you should not register earlier.

SCE Registration Requirements

An expatriate engineer or a diploma holder technician requires all of the following requirements for registration with the Saudi Engineering Council. However, technicians seeking registration without a diploma do not need requirement number 6 and 7.

  1. Photograph.
  2. Iqama Copy.
  3. Passport Copy.
  4. Saudi Council of Engineers authorization letter.
  5. Letter of Introduction duly attested by the chamber of commerce. (the format is given below).
  6. Degree or Diploma duly certified by the Saudi Embassy. Recommended: Degree attestation for Saudi Arabia
  7. Academic Transcript or Marksheet.

The fee for SCE

  • Registration Fee: SR 500.
  • Membership fee: SR 200/year for technicians and SR 250/year for engineers.
  • Total Fee: SR 700 for technicians and SR 750 for engineers.

Registration of Saudi Engineering Council for Technician

First of all, open the following link and enter details such as your email, nationality and mobile number. In membership classification, you need to select;

  • Engineering Profession: If the profession on your Iqama is an engineer and you hold an engineering degree.
  • Technician: If the profession on your Iqama is one of the 136 technician professions (given below) which need to get registered with the SCE for Iqama renewal.

The SCE system will send you a confirmation email at your email address. You need to login to your email account and activate your account. After activation, login to your SCE account.

In the next step, you need to enter the following details to your Saudi Engineering Council account for technician registration;

In the second step, the system will fetch your name and the name of your employer from the Jawazat system while you will have to;

  • Upload your passport size photo.
  • Enter the country of Birth.
  • Enter Date of Birth.
  • Select the country, region, and city of residence.

The tabs which are highlighted with the Green color show the data fetched by the SCE system. You need to enter data in the tabs highlighted with the orange color.

In the next step, select the duration of membership with the SCE. The membership cost for the Saudi Council of Engineers for technicians is SR 200/year while for engineers it is SR 250/ year.

SCE Registration for diploma holders

From this step, the procedure of Saudi Council registration for diploma holders and those without a diploma is different. We have provided the SCE registration process without a diploma below.

In the next step, the system will ask if you have a diploma certificate. Since we are filing the Saudi Engineering Council registration application for diploma holders, we have selected “Yes” here. Enter other details such as;

  • Specialization.
  • Graduation Country.
  • Graduation Year and;
  • The name of the college or university.

An engineer or a diploma holder technician who wants to register with the Saudi Council of Engineers need to upload all of the following scanned documents for registration. 

  1. Iqama Copy.
  2. Passport Copy.
  3. Saudi Council of Engineers authorization letter.
  4. Letter of Introduction duly attested by the chamber of commerce. (the format is given below).
  5. Degree or Diploma duly certified by the Saudi Embassy. Recommended: Degree attestation for Saudi Arabia
  6. Academic Transcript or Marksheet.

Letter of Introduction

In order to get registered with the Saudi council of engineers, you need the following authorization letter from your employer. Make sure that the letter is stamped by the chamber of commerce

Technicians without a Diploma

The expatriates whose name is there in the list of 136 technician professions given below but they do not have a degree or diploma can also complete the temporary registration process with the Saudi Engineering Council. At the time when the SCE system asks if you have a diploma or certificate, select “No”.

Warning: The SCE will register a technician without a diploma for a period of only 3 months for just iqama renewal. After this, he will either have to change the Iqama profession or get a diploma relevant to the profession.

Update: Many people have reported that they are not able to change their Iqama profession after registering technicians without a diploma. We have not found a single person who has been able to do it.

In the next step, a technician without a diploma certificate needs to upload the following documents for the SCE registration;

  1. Iqama Copy.
  2. Passport Copy.
  3. Saudi Council of Engineers authorization letter.
  4. Letter of Introduction duly attested by the chamber of commerce. (the format is given above).

Payment of SCE Registration Fee

Now, you need to pay SR 500 as the registration fee. An SMS will be sent to you containing the SCE bill number. The SCE will not start auditing your request for registration until SR 500 fee is paid. Recommended: How to pay the Saudi Council of Engineers fee online?

Yaqeen Verified

You can see from the screenshot below that the Yaqeen status is already verified. You might be wondering what is the meaning of Yaqeen verified in the Saudi Engineering Council registration process for technicians?

Yaqeen verified on the Saudi Council of Engineers account means that you have successfully uploaded your Iqama in the SCE system and your basic details such as your Iqama number, Iqama expiry date, name, employer name and the Iqama profession are already verified by the Ministry of Labor records.

Jawazat Updated

Once you have paid SR 500 fee for Saudi Engineering Council Registration for technicians, the Saudi Engineering Council will start verifying your documents. They might ask you to send some additional documents or a clear copy of the same file.

Once the verification process is completed by the SCE, you will receive an SMS from the Saudi Council of Engineers to pay the membership fee. The membership fee is SR 200/year for technicians and SR 250/year for engineers. Recommended: How to pay the Saudi Council of Engineers fee online?

Once it is paid, the status of your account will change to Yaqeen verified and Jawazat updated.

Why does SCE reject registration?

If you receive a message on your email that your Saudi Council of Engineers registration is rejected, you should not panic. The Saudi Council of Engineers can reject the registration application for any of the following reasons;

  1. Incomplete or Unclear documents.
  2. The degree is not attested by the Saudi Culture and the Saudi Embassy.

  4. An engineer with less than 5 years of experience. Source: Saudi Gazette
  5. Iqama profession is reserved for Saudis e.g. fire and safety engineer. Recommended: List of professions reserved for Saudis

What you need to do is to call their helpline at 920020820 and the phone officer will guide you. Most of the time, the SCE registration application is rejected due to unclear documents. If you send them clear documents, they will approve it.

Is SCE registration required for a computer programmer or technician iqama renewal?

Many people have asked me this question if they need Saudi Engineering Council Registration for the iqama renewal of a computer technician or computer programmer. Well, if you look at the list of technician professions given below, the computer technician, computer programmer, and computer operator are there.

In other words, iqama renewal of a computer technician and computer programmer can be done only after going through the above-mentioned procedure of the SCE.

Can I renew my Iqama within the validity of SCE membership?

You can renew your Iqama when your SCE membership is valid, even if it is valid for the next 2 days.
