The Visa Waiver Program in the USA is a very unique program that allows people of different countries to enter the United States of America without having a Visa.

The rule for Dual Nationals: However, this program applies to citizens of these states and not permanent residents. Also, people who have traveled to (after March 2011) or hold the second nationality of Iran, Iraq, Libya, Somalia, Sudan, Syria, or Yemen cannot enjoy the Visa Waiver Program to the USA.
