You should know that the Saudi traffic police has installed Saher cameras on all-important traffic signals of Saudi Arabia which are used to detect drivers violating traffic rules. According to a realistic estimate, more than 95% of violations reported in Saudi Arabia are through these traffic cameras.

Perhaps, this is the reason drivers are very careful in crossing those traffic signals which have Saher cameras installed on them.
